I couldn’t find the function for this chip or what it’s called in the teardown (circles in white)

No power to IPad Mini 4, heat shield seems warm towards the bottom. Possible issue short at Tristar U2 IC (square in Navy Blue)?

The same as the Iphone 6s (if memory serves correctly)
