Nerf n strike elite terrascout remote control drone issues

Hello

My sons nerf gun turret will no longer lower using the remote control. Everything  else works with remote such as driving and firing gun. The turret will even elevate if first pushed down but won’t lower. 

This makes me think it is not a motor issue but a connection or relay issue.

Any help would be appreciated.
