The device doesn't turn on and draws little electricity

First it began to bootloop i think and then i couldn’t turn it on at all, then i decided to flash new firmware(5.1.1 stock) i did that right i have done it many times, i supposed it was a hard brick. Then it turned on started to optimize the apps then again it shut down.

And now i can’t enter either fastboot or flashmode. When i plug it in to charge there’s only red light. I tested it and the amperage goes from 0.03A to 0.19A even if i unplug the battery.

So i assume it’s some IC chip failure.
