The device won't charge at all

Hi to all. I’m having troubles with my Samsung Vacuum Cleaner. Checking the battery, after a month of device stop, I’ve found a reading 0,5V. I bought a new battery. Checking the voltage of the new battery, 14,7 Volt. Installed new battery on device, the device start and show me the countdown fron 5555 to 1111 and then Low Battery. I think it’s normal, maybe the battery need a recharge. But when I put the robot on the charging base, the red and green LEDs continue to flash together as if the robot were not resting on it and the charge doesn’t start.

I opened the charging base and checked the fuse and the fuse is working. I measured the voltage at the poles of the charging electrodes when the charging base is on and I read 0 Volt. Do you think this is a problem with the charging station?
