There are many possibilities. Have you done the obvious? Check settings, make sure apps have access all the time just to make sure? Have you factory eraser the phone and set it up as new to eliminate typical software variables?

Does the gyro sensor and accelerometer work? You can check this in the compass app usually. See if the compass spins accurately. Does your phone switch rotations when turned? These sensors help track movement of your phone as well. But you definitely need to rule out software issues if you haven’t already.

I've done all the software options. I've done a factory reset and the issue still persisted. However, the issue is intermittent so I'm assuming the gps component is loose or on the verge of failure.

I'm looking for suggestions on the hardware in terms of parts that may be failing.

There are various reasons as to why GPS won’t work as intended on your iPhone 7. Among the widely known culprits include network connectivity or signal issues, software bugs or apps glitches on GPS-enabled apps, faulty updates on GPS apps and/or iOS.

Other issues with GPS have been linked to environmental factors like a big tree, giant infrastructures, walls or tall buildings that can obstruct that signal strength between the iPhone and the sky.

Possible solutions and workarounds to deal with iPhone 7 GPS errors

Solution 1: Perform a soft reset

Solution 2: Turn off LTE

Solution 3: Reset Network Settings

Solution 4: Update iOS

Last Resort: Factory Reset

In worst cases, the problem is directly tied to hardware defect like a damaged or dysfunctional GPS chip on the iPhone. Alternatively, you can take your iPhone to an authorized service center for hardware assessment and/or repair.

@calisoldier83 Better take your phone to an authorized service center and check out if the problem is in the gps component itself, especially if you're not familiar with disassembly and do not know how to put them back. Good luck.

It might just be an update, if so you should just wait. Apple makes mistakes along the road.
