iPhone won’t charge when alive but will charge when fead

Hi there!

i just got an IPhone 7+ 128gb from a friend and it’s running into a few issues (Needs a new screen and Taptic Engine and one pentalope screw is stripped) but there is one major problem that is happening. I can charge the phone and it will show that it is charging when it is dead but once it comes back to life, it will not charge (it will have around 2% when it turns on) and will die soon after. Is there anything I can do? New battery replacement or charger replacement?
