Why is my Screen dimming even though auto brightness is turned off?

My iPhone 6s plus screen is dimming even though i have turned of auto brightness, night shift mode, and reduce white point?

I am running the latest ios version 12.3.1 and tried to factory reset my phone and still my problem occurs.

in my opinion better check first with removing front camera flex.
