Screen reader on, can not use button, tap on screen brings up menu

Customer brought in a 7 that:

1) Is in spanish and I don’t speak spanish

2) Is deactivated and wants me to connect it to itunes

3) Has the screen reader on so it constantly shifts a blue box to different areas of the screen, reads them, then shifts to the next area

4) When you tap on the screen like on the emergency button it brings up what looks like a menu for the assistive tech features such as the floating home button

5) The home button seems to do nothing, but then again since I can not get into the phone, I don’t really know, heck I can’t even get to the emergency dial pad because tapping on that brings up the menu in #4

Thinking about just putting it in DFU mode and wiping it but wanted to ask here if I had any other realistic options.
