Fan won't stop running

I easily replaced my broken exhaust fan. (the old one had two small broken plastic pieces causing the fan to still work but it rattled).

The new fan now spins ALL the time, regardless of the laptop temperature. It starts spinning at 2000 rpm as soon at it turns on. From a dead cold position. This causes a low annoying hum. I tried resetting both the SMC and PRAM but the problem persists.

Any ideas?

Fan speed at 1900/2000rpm is the absolute minimum speed with your Mac model, there’s nothing unusual with that, when the Pc is hot it ramps up to 6000rpm. If it’s particularly noisy at 2000rpm, unless you have a specially low tolerance to noise, you might have received a faulty fan.

A lot of times with the fans it could be your SMC or PRAM that needs to be reset. These parameters can sometimes go a bit wonky and cause all sorts of system issues, however I see that you have already attempted this. Where did you source the fan from? The laptop fans are typically controlled via software with readings from a thermal sensor, however if the fan does not have the exact wiring that the previous did, it will instead run full speed as there’s nothing controlling the voltage to it.

Try looking for any runaway applications That could be potentially using too much CPU.

If you don’t see a problem there, iCloud’s Documents and Data and Photos syncing can cause the Mac’s CPU to overheat and can cause the fan to run continuously even if the applications are running anything requiring a lot of CPU. By disabling those two services, you may be able to set the fan back into standby

Thanks Gary but the activity monitor says nothing is pulling more than 7.7% cpu and that's the activity monitor. I have no iCloud document, data or photo syncing; only contacts and notes. The internal temps are all below 100F yet the fan is running at 2,000 rpm and makes an annoying humming noise. I don't think this is normal and I don't know how to fix it since I already reset the SMC and PRAM. Any further suggestions?
