What do I need to do in order to access the 12 volt cigarette lighter so that I can swap it out for a new one?

Hi,
Here’s a link to the service manual for a 2002/3 Civic hatchback (you don’t state the model year) which I hope may be of some help.
Scroll to Sect 22-149 to see how to remove the Accessory Power socket from the centre lower cover of the dashboard.
If necessary scroll to Sect. 20-57 to view how to remove the front console which includes the removal of the centre lower cover.
