My apple pay isn’t working and my phone is having issues connecting to third party bluetooth devices. Is it likely to be related? Any suggestions on how I might fix this?

Apple Pay relies on NFC so the two issues shouldn’t be related. What you don‘t tell us is what has happened to the phone…was it repaired, dropped, came into contact with water or did these issues happen out of the blue?
If the phone was repaired prior to the failure, then the phone may have been improperly re-assembled or damaged.
