Why won't my truck start?

My 2003 Ram 1500 4.7v8

When you turn ignition to "On" position the engine computer is supposed to run some checks and turn on all the warning lights on such as check engine, Battery and etc. and then they are supposed to turn off once the engine is running. But the engine never goes on due to the check engine not being part of that sequence it comes on at the end of the cycle and the Truck will not crank over. in the beginning it would do it on and off but i kept an eye on it and everytime the check engine light woukd be first on the sequence cycle the truck would start when it dint appear first it didnt start. What i am saying is that during this initial check, the check engine light does not light up. Does that mean the ECU is fried and no good?
