Why can't I get out of my tap-to-speak keyboard in the lock screen?

Currently, we have a phone that requires a password. The only problem; it won't let us use the regular keyboard. İnstead, we can only get to the Tap-to-speak keypad and it won't let us close it. We have restarted the phone several times. İt just won't work.
