Ipad when turned on, wants restore procedure but will not when connected to a computer, the restore procedure fails all the time. Brought it to Apple store and they want me to pay for a new one.
Is there hope for this unit?

You would need to give us more information on what happened to the iPad leading up to the issue. Try performing a hard reset (hold the Home Button and Power Button for 10 secs) and if data retention is not issue, try doing a DFU restore.
Otherwise, your only real option is to bring your iPad to an independent repair shop so that they can take a look. The problem may be modular in nature or it may require a logic board repair (micro-soldering).
