Why does everything work except my apps

I was on safari on my phone, and my impulse made me close out of the app when I needed to search something else. I went back on, and it was taking to long to load so I closed out of it but then I couldnt interact with anything on the home screen. When I the turned my phone off the lock screen was fully functional. The widgets when you slide left are working, the camera when you slide right, the notifications when you slide up, and the settings when you slide down, but i can't interact with any apps. I've tried to fully power off and press the power button and home button for a long time but it doesn't work. When I take a screenshot, I can slide around the picture it shows in the corner but i cant tap on it.Help me what do I do?
