Patricia Eagle since you did not give us your exact model number, use the general steps for the RCA Android tablets reset. See if that works to get your tablet started. This does assume that you charged the tablet and that your battery holds a charge.
Hold the on-off button down and the volume button UP at the same time.
Hold them both depressed until you get the Android menu on the screen.
When the menu appears release both buttons and use the VOLUME button to scroll down to the re-set to factory settings option. You will lose your files (pictures, music etc.) during this procedure Press and hold the ON-OFF button until the screen re-appears and let it reset itself.
If that does not work or if your tablet does not turn on, you will have to check your power adapter, cable and charging port for any damage, debris, or corrosion. Try a different charger first.

Held down power and volume button at same time. In about 15 sec.s the red Rca logo appeared. Shortley after that the home screen appeared and everything was fine.

What happens when you connect the charger to the tablet?
Is there any indication on the screen that the charger is connected?
If so have you tried turning it on with the charger connected?
What is the model number of the tablet and how old is it?
