compaq laptop not booting up...led lights blink

my laptop is not starting up.....i have a defective battery which is not charging at all. when i start the laptop screen remains blank and led caps lock and num lock lights blink and nothing appears......i have gone to a hardware shop who told me that my north chip is damaged...........is there anything i can do.......please help
