It doesn't sound like you've addressed the water damage, just that it got wet and you plugged it into iTunes after replacing the port, or at least just plugging the new port onto the board, with no change in status. Thus, this should tell you that the port/dock isn't the problem and if you've not addressed the water damage, then what you *should* do is remove the logic board from the frame, then de-solder the board shields - all of them, then run the bare board through an ultrasonic cleaner to attempt to remove the corrosion left behind the water -- this is your root problem. Secondary to corrosion comes short circuits and burned out components, so once you've removed the corrosion, you'll need to test for shorts/bad components and replace SMDs PRN. If you lack the tools/knowledge to do this, then take it to a repair shop that offers water damage repair -- though most shops who take on water damage stop after ultrasonic cleaning. Generally, board-level repair for water damaged phones to return a working phone is not financially feasible for businesses.

I took the logic board out and soaked it in 99% isopropyl alcohol then used a toothbrush to clean some of the connectors as well as the board. I changed the battery and dock connector. When plugged into a charger it turns on and goes to the "connect to iTunes" logo. The phone won't take power from the battery, only the cable
