I have an iPhone that I have replaced the battery in twice and each time when the phone is plugged in it doesn't drain the battery but it doesn't charge either. I have tried a variety of different chargers and they all do the same thing.
Any help would be appreciated!

More than likely Tristar chip/U2 IC issue, replace and see if it works.
Requires board level microsoldering. :-)

Sounds like a charging ic chip issue. Have you taken the phone to a repair shop that does board level repairs to diagnose this issue?
But if the battery % is just stuck then that is probably the battery guage chip which if I remember correctly sits on the logic board near the battery connector.
But both of these things aren't easily user replaceable. Better to get someone that is experienced in board level phone repairs to do it so you don't risk damaging the board if you do it yourself.
