Are all lines connected to shorted ic also short?

I have a short on the line pp_bat_vcc and I want to determine if an IC is the problem.
I have been thinking and I want to know if a shorted ic will have all lines attached to it short as well.
So pp_bat_vcc is short and goes through the ic labelled u1601.
Also attached to u1601 but on the line pp1v8_va_L19_L67 is a component labelled c1630.
If u1601 were short, would c1630 and the whole line pp1v8_va_L19_L67 always be short as well?
If 1630 is not short, would that prove that u1601 (the ic) is not short as well?
This is just an example and not necessarily what my problem is. I don't know if it is another ic, or even just another inline component that I am missing. However, if what I am thinking is true, then it would help my understanding and diagnosing.
I am just having a whole lot of trouble tracking down this short.
BTW pp_bat_vcc is attached to the battery connector, so basically the battery connector is connected to ground on all pins
QUESTION IN A NUTSHELL: IF AN IC IS SHORTED TO GROUND WOULD ALL LINES ATTACHED TO IT BE SHORT TO GROUND AS WELL?
IF I HAVE A SHORTED LINE ENTERING AN IC AND ANOTHER LINE LEAVING THAT SAME IC THAT IS NOT SHORT, WOULD THAT PROVE THE IC HAS NO SHORT?
