Bluetooth controller not pairing but wifi works fine

I've looking for a solution to my PS4 issue for the past 2 months, but couldn't find one so far. My problem seems to be quite common and everybody else but me seems to be able to fix it.

Both my controllers suddenly stopped pairing to my PS4 while I was installing GTA V. They blink white and then go back to charging. Every once in a while they will connect to the PS4 and then disconnect within a few seconds. I've tried virtually everything that I could find online. Resetting, the controllers, factory resetting the PS4, rebuilding the database, tried at least a dozen different cables, etc etc etc.

I can still sign in to my PS4 through the Playstation app, and when I go to Bluetooth devices, the DS4 pops up as a controller when I connect it via cable, but it won't sync. If I delete the controller and use the Share + PS button to sync, the PS4 won't find it. The controllers work fine, I've tested them in another console and on my computer.

It seems to me that the bluetooth is not working, but wifi is working fine (I can watch Netflix, update the software and connect to the app). If the wifi+bluetooth module or the antenna were defective, it seems to me that the wifi wouldn't work either.

Has anyone ever run into a problem like this?
