"i have tried to boot it up with a disk and a flash drive with a os x in it and still the same screen"

If it is not detecting those disks or drives, it could either be something to do with the logic board, seeing it is not reading your internal, or external

I would double check the drives to make sure they're running the compatible software for this mac

As well as try SMC and PRAM:

https://support.apple.com/en-us/HT201295 For SMC

https://support.apple.com/en-us/HT204063 for PRAM/NVRAM

If you are just running one drive, you could open it up and try the other bay, it could be something with the cables as well

To get to the drive, try this:

Power Mac G5 Hard Drive Replacement

Good luck!
