4S screens often have "compatibility" issues meaning some screens work on some phones or iOS versions but not others.

The other reason could simply be a bad screen or botched install that caused damage to the screen flex cable.

Finally, it could be a bad install meaning the screen cable is not properly seated (unlikely since you have back-light) or some component is damaged where you plug the screen cable in.

To determine the cause, try the old screen back. If it works normally, you have to get another known good screen from another source e.g. another version.

If old screen doesn't work, you have board damage unless you also damaged the old screen during re-install.

Thanks for helping! but I need another replacement screen, I updated the iOS from 7.0.4 to 9.2.1 and still nothing on screen. The cables are properly seated on the board, I do not have the old screen because the flat cable broke when i removed. I think I busted the cable when installing, I think the board is ok, next week I will give a try. (sry for the bad english, I am from Brazil)

Double check the LCD and Digitizer cable at top of logic board. See if it's clicked in fully. If not, screen most likely no good due to not being put on properly.

I had the same issue. Needed to be put in DFU mode and then restored via iTunes.
