When people call my phone, they get a weird message asking them if they are calling to retrieve their messages. I have all updates, have reset network settings...help!

Go to your mobile phone service provider's website and search for how to set up voicemail. The Voicemail service is operated by them, you just set it up for your phone service and control how it is to be used.

Sorry about that, different country, different options. Here is a guide on how to set up Voicemail on an iPhone, hopefully it will help. Notice on the link right down the bottom there is a contact number for Verizon if you are having Voicemail problems. Surprised the store didn't know about that.
