Randy, the Atari 2600 AC power specs are
Input: 120V AC 60HZ 19W
Output: 9V DC 500mA
The polarity is:
Negative = Ring
Positive = Tip
So use a multimeter (voltmeter) and measure to see what voltage you get. Luckily the Atari is not very sensitive and tolerates variances from 7.5V to `12V well
