My phone touch is unresponsive at times and have to sleep to get it work again. Its not usable because of it, when it wakes up from sleep, there are blue and red lines appearing which disappear in a few seconds.
What is the issue? I found people having this but no fix.

sounds like a faulty screen. did you ever got it replaced? or bought the phone second hand?
anyway, i would replace the screen to get your phone back up and running

There is ghost touch as well. Only thing that happened was the battery was replaced. I've been reading around and well the only thing that stops me to think is if this would actually fix it(replacing the screen).
