Your battery had a dead short. Be glad it didn't blow up. Apple is going to give you a new phone and not give you your data back, so weigh your odds. If you value your data, change the battery out, sync it and consider the phone scrap. Opening it and changing the battery will void the warranty and Apple will not service it, so do this knowing that full well.

If you value the warranty over data, go to Apple. They will replace the phone, but you lose your data.

shawn, you'd better send it to the repair shop first to check if it can be fixed or not. If yes, you can try some data recovery apps to see if you can use this kind of apps to recover your pictures or not. If you sync your iPhone to iTunes or iCloud before and make backup, it is two ways for you to recover the photos from iPhone.

I: Directly Recover Deleted Photos from iPhone 4/3GS

II: Recover Photos from iPhone 5/4S/4/3GS from iTunes Backup

The battery will sometimes keep a phone from turning on. I would disconnect the battery and then plug it in to iTunes to see if it turns all the way on. If it comes up with a connect to iTunes symbol, i have had success before by using tiny umbrella to kick it out of recovery mode. If that doesn't work i would disconnect everything from the board (camera, digitizer, lcd, earpiece cable, etc.) besides the dock connector, a sort in any of these unnecessary components can potentially cause the iPhone to not turn on.
