Power surge knocked out hdmi. No visible damage to motherboard

I bought a ps4 from a guy off craigslist for a very cheap price. He stated in the listing that it stopped playing video after a power surge. I brought home and hooked it up and the blue light blinks, then turns white. The controller syncs up with the system. You can even power off the system with it. There is no audio or video though. I've checked 4 different hdmi cables on all 3 ports on my tv in my game room, and on 3 other tvs and a pc monitor. Nothing. I tried to boot to safe mode but still no video. I used a guide I found online to blindly reset the video settings in safe mode. The Ps4 rebooted, but still no video. I also tried booting it without the hard drive, still nothing. With nothing else to lose I opened the system and checked the motherboard for burned traces parts. Everything looks fine. I removed the metal cover on the hdmi ic chip and it too looked fine, as did the hdmi port itself. no visible damage to anything. The only thing that I found unusual was the red light on the audio port wasn't on. I've tried everything and I've read every thing google pulled up. I have also tested all the nearby components with a multimeter for continuity and everything seems to be fine. Could it be the Hdmi IC chip or the port itself? I'm fairly handy with a soldering iron and this was just going to be a backup ps4 if I got it working so I don't mind tearing into the motherboard if I have too, I'm just looking for some guidance from someone a little more savvy with these issues than myself. Thanks in advance for any help!

The first thing I would do is change the HDMI IC chip. We've fixed several lightning damaged PS4's this way. We've also had a few that we haven't figure out with the same symptoms...I'm thinking that these may have a bad APU.
