battery doesn't read any voltage from red/black connector

Hello,

my son's touchpad was dead for a while, and tried everything on it with no hope, so

decided to crack open it to see the battery.

The battery red/black connection has no voltage, so removed the rap of the battery to find small circuit. when measured the battery bypassing the circuit, it reads voltage which means the battery is good, so I thought the circuit has an issue, so I purchased another battery, but it arrived with the same issue.

It this expected, or both batteries are having an issue. Please let me know, as i'm thinking to get another battery to see, but not sure.
