Hello there,
That is not a fault. Modern SOCs are design to optimize power consumption. As a power serving technique Cores shutdown on general mode. as well as Cores getting active according to required processing power.
in your phone most probably enable one or two cores in general mode. other two cores enable when required. you can install and try antutu benchmark application and see all cores are starting to function.
