If you have a 3 Gb/s BUS can a person purchase a new hard drive say a 2TB Western Digital that can run up to 6Gb/s and have their system run at that speed or will it still run at 3Gb/s? Trying to figure all this out :)

It depends on the given drives specs if it can work in the slower SATA system.
Some drives auto set to the systems SATA speed others not. Some have a jumper which allow it to run at a lower SATA speed.
You need to review the specs of the drive and you likely need to upgrade the systems firmware as well.
