itune restore error 14

Hello.

I need to restore phone by itune,because doesnt start iphone. when restoring processing almost 50% error 14 in microsoft os, error 9 in mac .

what kind of error ?

how to repair?

help me?

I'n change usb and restart my pc.

But no can not
