iPad 2 Backlight weirdness

So, I have an iPad 2. When Plugging in and displaying the charging icon, the backlight is perfectly fine. However when it has a charge and is turned on, its dim as if a fuse had been blown. Could this be a bad LCD or?

update: Ive tried a spare LCD that I have here, that didn't resolve anything. Looking for some answers. Hoping its not the fuse as the last time a fuse had blown, the ipad mini didnt turn back on have putting the new fuse in.
