I have two iphones 4s: one has water damage and will not turn on, but front and back are perfectly intact; the other has broken front and back glasses. Would it be possible to remove the glasses from the water damaged phone, keep them intact, and put them on the working phone with the broken glass?

Yes this will work only the screen in the water damaged iPhone might be damaged!
