iPhone 4 won't charge the new battery. Perhaps low voltage?

Hello.

My iPhone suffered severe salt water damage. I have replace most of the components excluding the cameras, ear speaker, vibrator, and antennas and panels. What I did replaced is the the dock connector, the headphone and buttons module, speaker and microphone module and sensors module and of course got a new battery. Opened the shields of the logic board and they seem to be ok, no burnt of charred components. Assembled everything and it seems to be working when charger plugged into computer USB or the AC socket, but charging of the battery won't commence.

I have checked with voltmeter the pins on the logistic board while the charger was attached. (Without the battery of course.)

The reading said 0.27 volts (not 0.53 sorry, got mixed with something else). Could this be any indication to why iPhone won't charge a new battery?

Because I guess the voltage should be around 4 volts, the same as battery fully charged.

You may not invoke the charging circuit since the battery is removed. Hook up the battery, than measure your charge and see what voltages you get

I hooked up the battery, the reading did not change. It shows 0.27 volts, the same as without (sorry I mixed with something else in the question - fixed it). The reading is from the contacts on the board and from the contacts on the battery.

I couldn't get a reading from the components you mentioned in this answer because they are covered with the dock connector.

Also I got reading from the components shown in the first picture of this answer and the reading was the same 0.27 volts.

In that case you are having issues with the PMIC. You will have to properly measure the components outlined in the image. Check the inductors with a multimeter.

have you checked to make sure the pins are securly seated on the motherboard? If it wont charge usually indicates that either the battery is faulty or the pins have become separated from the motherboard.

I have checked under a 10x magnifying glass, it seems that all contacts are in tact and no damage occurred to them. The battery is brand new.
