Is it possible to upgrade an iPhone 4S to accept 4G network ?

No. iPhone 4S does not have LTE chipset. You can get fast 3G on iPhone 4S with ATT service, and screen will display 4G, but it is not LTE.

No. The iPhone 4S is just a iPhone 4S, you cannot change the function much. It is not an upgradeable device.
