Sadly, Apple never offered the i9 option in this series. If one were to review Intels CPU’s we can see there is a difference between the i5/i7 chips Apple used and the i9 9900T you installed here

This is unique to the i9 systems that used this chip as the systems management computer (SMC) can address the thermal load a heavy process the CPU was working and if needed lower CPUs clocking so it didn’t overwhelm the systems cooling system.
So while the TDP is listed as 35 Watts which is lower than the i5/i7 65 Watts there is no governor to control it
