If it was happening only in Windows I would remove mouse drivers and restart the machine and let it reinstall fresh drivers by itself, but if the same driver issue carried over to Linux and removing the driver and reinstalling didn’t work I would have to look elsewhere.

In this case I would start by checking to see what BIOS version is running &/or whether there is an update available to see if that would make any difference.
