Having ice build up in one section of the evaporator unit is not good. It indicates that there may be a blockage in the sealed system.
 
You would need to test the high/low pressures in the sealed system to really know what and where the problem is.is i.e. blockage, lack of refrigerant, faulty compressor etc

Depending on your location, you may need to get a ''licenced'' repairer to do this, due to the environmental regulations regarding the handling of refrigerant gases. I say “licenced” because where I am you cannot even buy the refrigerant, if you need to recharge the system for whatever reason, without having the requisite licence.
