If it is activated, you can use this app to listen to live FM radio via head phone. The reason why headphone is needed is because it acts as an antenna.
LG, Samsung, and Motorola have already activated theirs, or are starting to activate it through OTA updates of firmware.
Like @oldturkey03 states, complain to your local Congressman, complain to ZTE if it is not working. This is a right, not a privilege. Especially when a natural disaster wipes out all cell towers around the area, and you absolutely need to hear the latest news.
The reason why the FM chip is disabled is simple greed for money. The music streaming industry is afraid that they will lose business if one has access to listen to live radio. So, once again, it is definitely important that this gets in front of your Congressman.
