I have the problem witg my iPad Pro 12" using thr usb-c 29w charger, the original charger don't have the problem. Pretty sure it started after upgrading to ios 10.

I have found a workaround: make sure the charger is unplugged from power, connect the charger with the iPad, plug the charger into the wall outlet.
