wont power up on battery power

my ipod nano 5 runs just fine when plugged into pc or charger but wont start when on battery even though battery says full chg. in diagnostics mode it says it has 4020 mv.  which should be 4 volts , have you ever seen this and can it be fixed? thank you........chuck
