Gary was right on, unplug the battery for a minute then try a RESTORE directly through iTunes and make sure to update to the latest iOS (don't forget to back up). I've seen this issue a lot. Most of the time it's from liquid damage or logic board damage and not from a faulty camera, but your camera could also be defective. Once upon a time I did notice something really weird and probably isn't a good idea to consider it a solution but the metal plate that covers the ribbons on the top left of the logic board could have some affect (This plate covers the Camera Ribbon, LCD ribbon, Digitizer Ribbon, ect..) On this one particular iPhone if I loosened one of these 4 or 5 screws just a little bit the flash light would turn off and when I tightened it back up the flash light would turn on.

I guess the LED could be shorting out if it was touching the logic board.

If the screen replacement was done recently I would bring it back and ask them to simply disassemble and reassembly it because it could just be a simple ground issue. More than likely it wasn't the fault of the technician but I don't know.
