Try this...Goto the "Plugged in Charging" icon at the bottom right hand of the screen...

Change the "Power Saver" plan and make it "High Performance"...

Check if your Laptop works in Safe Mode. If, yes then you have to replace NEC/TOKIN Proadlizer capacitor which is located at the bottom of the processor. But without replacing the problem can be fixed by one of the following ways -

1. In SafeMode Go to control panel--> device manager---> go to processor----> disable one of the two processors --> reboot normally. If not working disable both processors.

2. You Change the Power Saver to High Performance in Windows 7 or 8.1 and the problem fixed. Click start at left bottom of your computer. In the search box type Power. Click Power Options. Change Balanced to High Performance by ticking it.

3. If the problem persists, disable one of the two CPU cores in the BIOS setup . To enter Bios Restart computer and before it boots ckick F2 continously. If it doesnt work , again restart the computer and try with F8 , F10, Delete, F4 ,etc. You may have to initially disable one of the processor cores in BIOS to get the laptop to boot up past the Power-on self-test (POST).

4. Click Start. In the search box type 'services'. Click services. At the right hand side of the services box, click on power. Under the general category change ''Start up type' from Automatic to Disabled. Click apply -Ok. Restart your computer and the problem is fixed.

Thank you, I have the same problem with a Toshiba Satellite A200 PSAF0A-02L01C laptop. Problem fixed without replacing the faulty NEC/TOKIN Proadlizer Capacitor. Changed the Power Saver to High Performance in Windows 8.1 and problem fixed. In addition one of the two CPU cores may be disabled in the BIOS setup if having problems after changing the power mode. You may have to initially disable one of the processor cores in BIOS to get the laptop to boot up past the Power-on self-test (POST).

The laptop is always used on AC mains power as the battery has reached the end of it's life. Therefore being on the High Performance power setting is not a problem as extending battery life is not important.

you have to remove NEC-tokin capacitor which is located bottom of the processor toshiba notebook follow the link below for image of the capacitor. You have to become the member of site by creating the userid . i to have same problem i change capacitor with four 330 uf tantalum capacitor.

Toshiba freezing and restarting

For anyone out there who might care.

Problem: The initial problem was that the Toshiba laptop would work fine on battery but crash when a charger was plugged in. On further exam, found that laptop would crash when battery reached full or close to full charge. Fault probably REappeared after an update.

Fix: Disable the system processors in Device Manager. You need to be in safe mode to disable the processors. Then reboot.

This stops the power functions from running for your processors, which is what was pulling down the unit when a full battery charge was reached. These features are not absolutely needed, it just means that the system uses more power and can be a little slower.

I could not install Windows at all besides Win XP with the Standard PC HAL, and that was useless. Constant reboots on every version XP to 10 when starting Windows setup. So I installed Linux and the only way to get it to boot was using the command ‘processor.nocst=1’, my successful installs were Lubuntu 16.10 and the recent version of Fedora Linux, Lubuntu being the most snappiest. After a successful install you have to boot with ‘processor.nocst=1’ again and then add to it to your GRUB bootloader settings.

I tried a bunch of different command options but this is superior to acpi=off, because Hyper Threading is enabled and you can use multiple cores and your PC won’t slow down. The A300 is the most picky laptop I’ve ever encountered, even when booting I have to boot sometimes without my non official charger plugged in otherwise it won’t start! I've been told by a friendly eBay seller about their experiences with power adapters:

‘Hi, my laptop run fine with a 19v 6.32a power adapter. But it will crash if I used a weaker power adapter such as 19v 4.74a or 19v 4.32a. So I believed this laptop is very fussy about its power consumption. Hope that helps. ‘

Issues with a capacitor are highly likely. But you can get Linux to boot with the right commands, some distros have issues with the chipset onboard (Intel® GM965 Express chipset) and incompatibilities with the Kernel, I believe this is why Lubuntu 18.10 cant install/runs slow. It is clear the board has ACPI errors and Toshiba never bothered to fix them in a update and they should have, annoyingly with Windows you can’t isolate the issue with boot commands, you only can drastically disable the other CPU core if your BIOS has that option

For me working when disabled only 1st core in save mode. When disabled only 2nd core working but a bit slowly. Many thanks
