MacBook flashing question mark folder

I have a flashing question mark folder when I boot my Mac.

I have installed a completely blank and unallocated hard drive. When I hold option down I only find WiFi networks no disks. With internet recovery I receive error -6002F.

Do you need to format the hard drive so I can use my Mac?

I only have a PC to format it with so provide instructions for use with a partition manager in Windows/MS-DOS. I also tried a USB drive with Mac OS-X on it from this guide and it doesn't find it either: How to Create macOS Sierra Bootable USB Installer on Windows 10?

Any ideas?

Yes! You do need to format the drive using Apples Disk Utility as it needs to be formatted with GUID partition table and a journaled file system partition.

The best way to do this is to leverage your old drive. Connect it to your Mac via external HD case (FireWire or USB) or you can use a SATA to USB adapter cable like this one: Startech 2.5" SATA to USB adapter. When your restart your system press the Option key to gain access to the Startup Manager

Then run the OS installer from your now booting older drive or use it to gain access to the OS installers on the Apple Store if you want something newer.

Ended up being almost impossible via windows pc so you need a mac. I just purchased a hard drive with mac os pre installed for 30 buck on ebay. This way I can use the app store to download mac os and their interface to format the drive.
